Meeting Volcanion during the Rocky Ridges story registers it, but does not make it a permanent resident. To invite it to stay, return after that first celebration and prepare another party with fireworks. Bring the materials before starting the celebration window.

Prepare a second celebration
- Obtain the Cannon and Fireworks recipes unlocked around the first party. Make a cannon with one Iron ingot, one Lumber and one Vine rope. Craft fireworks using a compatible paint color and the remaining materials shown in their recipe.
- Restore party Mood to 100 with DJ Rotom, music, dancers and decorations. Prepare another curry with 15 Leppa Berries, 15 Wheat, 15 Beans and five Honey, plus Chef Dente and four other helpers.
- Finish cooking and start the party. While the celebration is active, place the cannon within the party area, load a firework and light it yourself through the cannon interaction.
Talk to the returning visitor
After the fireworks, speak to Volcanion and accept its request to stay. Complete that conversation rather than assuming the cutscene has already moved it into town. This is the follow-up recruitment, separate from the story's first encounter.
If fireworks do not call Volcanion
Check that an actual party is underway and that the cannon is in the celebration area, not far away on the volcano. Use a firework rather than an Explode Pokémon. For this encounter, trigger ignition yourself; a nearby Burn specialist lighting the cannon is not the same interaction.
