When you find Raikou, talk to it and make it follow you. Then return with Drifloon to your house and invite it to live in the area so it can have its own home.

Carry it in your inventory and wait until you encounter Lugia flying overhead again. When you see it, use the bell to attract it to your position and register it in your Pokédex.

To find Mew, you must first collect all 27 mysterious pieces (Unown), which you can obtain randomly by breaking golden blocks in the terrain. Each piece represents a letter of the Unown alphabet. Once you have all the pieces, access a secret cave in the Barren Steppe area (use Rock Smash on the wall that blocks the entrance). Inside you will find a mural with spaces that have cones and strange shapes. Each space on the mural corresponds to one of the 27 mysterious pieces. Simply place each piece in its correct slot to reveal Mew and register it in your Pokédex.
